GOVERNMENT HOUSE.
HONGKONG. 24th. February, 1916.
I have the honour to report that on the instant there arrived in this Colony by the S. S. "Tenyo Maru" from San Francisco a man named Angelo Boehm, who is described by the Captain Superintendent of Police as aged 28 years 5' 94" in height, of medium build and with yellowish red hair, carrying an Italian Passport issued in Milan in 1912. There was no entry in it till 1914 when in July the bearer was apparently in Berlin. He was afterwards in Brazil. A photograph attached later is described by

the Captain Superintendent of Police not a good likeness of Mr................ Boehm but resembled rather Mr. Bena whom the Consul-General for Italy has left in charge of the Italian Consulate here. Mr. Messer regarded the passport as somewhat suspicious but as the signature and description of Mr. Boehm agreed with those on the passport and as Mr. Bena was prepared to vouch for Mr. Boehm the Captain Superintendent of Police granted him a pass to proceed to Singapore where he said he was employed in the Firm of Ambrosoli Stoppani and Company, the head of which Mr. Ambrosoli is, Mr. Boehm said, Italian Consul at that port.
As Mr. Boehm wished to pay a short visit to Canton pending the departure of his steamer, a pass for that place
was also issued to him.

On the 12th. instant after Mr. Boehm had left
for Canton I received a telegram paraphrase of which is enclosed from His Majesty's Consul-General at San Francisco. I repeated this
message to the Governor of the Straits Settlements and to His
closure!.
